Chris and Phil met on Capitol Hill while serving on the House Armed Services Committee together - Chris as the Republican Staff Director and Phil as the Democratic Seapower and Acquisition Policy lead. They realized that they had a unique skillset - combining years of experience with relationships on both sides of the aisle  - and VM Group was born.
